The House Select Assassinations Committee considered various serious allegations that Oswald had some sort of relationship with the FBI while in New Orleans. The most publicized has been the claim by a former FBI security clerk, William Walther, that he saw documents--before the assassination--indicating that Oswald was a Bureau informant. The Committee, after interviews with dozens of Walther's colleagues, decided there was no evidence to support his statement. (The telex has never been found.)
